Whisk the rice flour, sugar and coconut milk together until completely smooth, with no lumps of flour remaining.
Any lumps will show up as dense spots in the finished cakes, so whisk thoroughly.
Pour the batter into small greased moulds, filling them about two-thirds full to leave room for rising, then top each with a little grated cheese.
Steam over gently simmering water for 15-18 minutes until a skewer comes out clean, steaming too hard can make the tops crack instead of staying smooth and domed.
